前言

Foreword

在本屆立法會，我加入了十一個事務委員會、五個小組委員會及六個法案委員會，並有幸擔任人事編制委員會及《廣深港高鐵（一地兩檢）條例草案》委員會的主席。

經過修改《議事規則》後，今年立法會整體工作比以前暢順。財務委員會今年批出了九十八個項目，總值2,514億元，這是過去五年來最高的金額。工務小組委員會今年則批出八十六個工程計劃，總值1,681億元，相對去年只有583億元來說，成績不俗。

至於我主持的人事編制委員會，今年度共召開十二次例會及九次加開會議，共用會議時間為52.5小時，並通過了三十二項人事編制建議，涉及開設五十個及刪除十五個首長級常額職位、開設十六個首長級編外職位、開設一個非公務員首長級職位，以及保留六個首長級編外職位。對比起2016-17年度人事編制委員會只通過了十四項人事編制建議，可謂顯著的進步，相信對紓緩政府部門人手不足大有幫助。

這一屆立法會會期已過半，我一如以往，關注社會上各方各面的問題，包括土地房屋、劏房、領展、港鐵、醫療、教育、海濱發展、公務員福利與少數族裔權益等等，持續在立法會內外，監察政府，提出倡議。未來，我將秉承旨意，繼續為民發聲。

In this LegCo term, I joined 11 panels, 5 subcommittees and 6 bills committees, and had the honour to chair the Establishment Subcommittee and the Bills Committee on Guangzhou-Shenzhen-Hong Kong Express Rail Link (Co-location) Bill.

Following amendment to the Rules of Procedure, legislative and funding procedures in LegCo have sped up. Finance Committee approved 98 items, totalling HK$251.4 billion, the highest amount in the past five years. The Public Works Subcommittee approved 86 works projects, totalling HK$168.1 billion worth. It marks a vast improvement from last year’s HK$58.3 billion worth of approved public works.

As for the Establishment Subcommittee which I chaired, we held 12 regular meetings and 9 additional meetings, totalling 52.5 hours. We approved 32 staffing proposals, compared to 14 proposals approved by the Establishment Subcommittee last year (2016-17). It is a significant improvement that will likely alleviate the government’s staffing pressures at senior levels.

Half of this LegCo term had passed. I will continue to bring attention to the many problems that concern the public, including land and housing, subdivided flats, the Link REIT, MTRC, healthcare, education, harbourfront development, civil service benefits and minority rights. I will continue to scrutinize the government within and beyond LegCo. I will take your concerns in mind and be the people’s voice.

主持一地兩檢法案委員會會議

Chairing the Bills Committee on Guangzhou-Shenzhen-Hong Kong Express Rail Link (Co-location) Bill

今年最矚目的法案應是《廣深港高鐵（一地兩檢）條例草案》。條例草案於2018年1月刊憲，立法會成立了有史以來最多議員參與的法案委員會，進行相關的審議工作。我有幸擔任法案委員會主席，在2018年2月12日至5月7日期間，共主持了十七次會議，歷時四十五小時，此外尚有兩整天共十九小時的公聽會。我衷心感謝各委員的大力支持和參與，令法案委員會可以在三個月內完成審議，及讓條例草案在暑假休會前通過，配合高鐵在9月23日通車。

No other bill this year grabbed as much public attention as The Guangzhou-Shenzhen-Hong Kong Express Rail Link (Co-location) Bill. The Bill was gazetted in January 2018 and LegCo established the largest bills committee in its history to review this bill. I had the honour to be elected chairman and chaired 17 meetings from 12th February to 7th May in 2018; totalling 45 hours. In addition, we held 19 hours of public hearings over two days. My sincere thanks to the committee members for their immense support and keen participation, enabling the Bill to be enacted well before our summer recess. The co-location facilities at West Kowloon Express Rail Link Station are now in service. I look forward to embarking on business and leisure trips to the Mainland by the Express Rail Link soon.

建議內地水域填海大量增加土地供應

Reclaim Land beyond HK's Waters. Increase Land Supply With Great Strides

土地及房屋供應嚴重短缺，樓價不斷創新高，基層市民擠住劏房，難以安居。行政長官在本年6月尾推出六項房屋新措施，可是成效不彰，土地供應專責小組的諮詢時間太長及引起社會對立，實屬不幸。

治理香港土地房屋問題應有全盤政策規劃，我認為應從供應、需求、期望管理及流動性四大方面著手，特別是要放棄高地價政策。要大幅增加土地供應，填海無可避免，然而在土地供應未趕上之前，特區政府應效法某些內地省市，實施「限購令」，只容許香港永久性居民購買本地住宅單位，以壓抑需求，降低市場期望。

Hong Kong’s land and housing shortage remains severe, as evidenced by soaring property prices and the demand for subdivided flats. The Chief Executive introduced six new measures on housing with little effect. It is unfortunate that the Task Force on Land Supply has taken too long to consult the public and whipped up unnecessary confrontations.

Tackling Hong Kong’s land and housing problem requires a holistic strategy. I believe the government need to tackle four key dimensions: supply, demand, expectation management and liquidity. The government ought to abandon its chronic “high land price” policy. To significantly increase our land supply, reclamation is unavoidable. Yet before land supply can catch up with our current demand, the government should restrict home sales to permanent residents only, so as to curb demand and market expectation.

於大嶼山以南桂山島填海

Reclaim Land Beyond HK’s Waters

我建議政府仿傚澳門，提請中央政府在內地水域填海，建議地點是大嶼山以南的桂山島。桂山島本身已佔地780公頃，目前是個低增值旅遊小島，要填海擴地至1000-2000公頃並不困難，屆時便可興建大量房屋，可說是成本低、時間快、效益高的方案。桂山島距離大嶼山南端只4.8公里，填海後可建橋連接南大嶼，可興建公路由南大嶼通往北大嶼的機場，可興建公路通往港島，亦可以渡輪服務接駁香港、深圳及珠海等多個地點，打通香港與大灣區的脈絡。

I urge the government to petition the Central Government for permission to reclaim outside Hong Kong’s waters. Macau SAR did not have its own territorial waters and had to apply for reclamation every time until December 2015 when the State Council specified Macau’s boundaries. Macau’s area consequently increased threefold. A possible area for reclamation is Guishan Island, southwest of Lantau. An additional 1000-2000 hectares around Guishan Island could be reclaimed at much lower cost and much speedier than in Hong Kong. Reclamation at Guishan Island or other suitable locations nearby could increase significantly land supply for housing and central business district in Hong Kong.

天馬苑商場遭領展拆售，舖位十室九空，衛生環境惡劣，我要求政府多個部門優先改善區內衛生，並盡快開設警察報案中心。
葵涌葵興邨‬

葵興‭邨‬公共行人通道長期被商舖佔用，居民十分不便，我已成功要求房委會嚴格執法，疏通通道。

早前有傳媒披露，懷疑領展及其拆售物業的新業主未有按比例攤分多個屋苑的維修及工程費用，就新民黨接獲投訴的四個屋苑（沙田嘉田苑、西貢和明苑、黃大仙天馬苑及南區漁安苑），我已去信運房局要求局方督促有關業主按照契諾攤分費用。

I have been deeply troubled by the multifarious livelihood problems caused by the Housing Authority’s sale of commercial properties in public and subsidized housing to the Link REIT, compounded by the Link REIT’s subsequent re-sales to various investors. I discovered many instances of breach of lease conditions, provisions of deeds of mutual covenant and consignment deeds in many housing estates, managed by the Link REIT and successor owners. I will continue to press the government to take the necessary enforcement actions.

Yat Tung Estate in Tung Chung

The Link REIT sealed off Parking Lot III at Yat Tung Estate without reason. NPP’s District Councilor in Tung Chung Sammi Fu and I successfully got the Link REIT to reopen the parking lot.
Tin Ma Court in Wong Tai Sin

Tin Ma Court’s shopping mall was sold by the Link REIT. Shops are now mostly empty, and the hygienic condition has deteriorated drastically. I urged many government departments to give priority to improving the area’s hygiene.
Kwai Hing Estate in Kwai Chung

Kwai Hing Estate’s public walkways have long been occupied illegally by shops, to the great inconvenience of residents. I asked the Housing Authority to take enforcement action and the walkways have been cleared successfully.

As reported by the media, the Link REIT and the successor owners of the public and subsidized housing commercial facilities have failed to bear the repair and maintenance costs of multiple housing estates on a pro rata basis as required by the assignment deeds. New People’s Party received complaints from four housing estates (Ka Tin Court in Shatin, Wo Ming Court in Sai Kung, Tin Ma Court in Wong Tai Sin and Yue On Court in Southern District), I have written to the Transport and Housing Bureau urging them to ensure the owners involved pay their share‭.‬

沙中線工程持續爆出醜聞，反映港鐵整個管理系統、監督制度及營運模式出了問題。我認為政府應分拆運房局、改革港鐵，提升服務水平。

分拆運房局

新民黨早於2011年已提出分拆運房局為「運輸及工務局」、「房屋局」。屆時「運輸及工務局」專攻運輸交通事務，提升集體運輸系統的整體表現。

政府應全資擁有港鐵

我認為回購港鐵不可行，並早於2016年已提出把目前非政府持有的25%股票改做優先股，變相將港鐵變成政府全資擁有，屆時政府必須主導港鐵管理、監督及營運的工作。

港鐵業務應減磅

港鐵除了興建及營運鐵路及港鐵學院，還是地產商，更涉獵大量境外項目，業務過度膨脹、超出負荷。我要求港鐵分拆業務，日後專注提升本地鐵路技術，改善服務。

The Shatin to Central Link has been plagued by construction scandals, reflecting deep management problems within the MTRC. I believe the government ought to split the Transport and Housing Bureau and restructure MTRC, so as to improve service quality.

Split Transport and Housing Bureau

NPP proposed reorganizing the Transport and Housing Bureau into “Transport and Works Bureau” and “Housing Bureau” as early as 2011. This will allow the new “Transport and Works Bureau” to focus on transport and traffic, the performance of the MTRC and key infrastructure projects, as well as promotion of the development of the shipping and civil aviation industries.

Government should wholly own MTRC

I do not think the government should buy back privately owned shares of the MTRC, but suggested as early as 2016 that the 25% of MTRC stock not owned by the government should be turned into preferred stock with dividends but no voting rights, thereby making the MTRC wholly owned by the government. This will put the government in complete control of the MTRC.

MTRC should focus on core business operations

I think the MTRC is over-stretched, having taken on heavy responsibilities as railway operator, property developer and manager, construction agent and Octopus card operator. It also has numerous mainland and overseas projects which could have over-stretched management resources. I think the MTRC should restructure and streamline its operations to focus on its core missions.

改善醫療服務應對需求

Improve Healthcare to Meet Demand

公營醫院人手及病床嚴重不足，前線醫護工作量大，多次發生醫療事故。2017年8月4日，我在流感高峰期間，突擊視察威爾斯親王醫院、博愛醫院及屯門醫院，並多次約晤食衛局局長陳肇始教授、醫管局主席及管理層等，提出訴求，要求改善。

要求增加前線醫護及輔助醫療體系人手，全面改善前線人手規劃（manning ratio），以應對未來人口老化的醫療需求。
要求把中醫納入公營醫療體系
要求將軍澳中醫院盡快投入服務。同時，我要求立法會成立「中醫藥發展事宜小組委員會」，聚焦跟進與中醫藥相關事宜。
精神科醫療服務嚴重不足，前線醫生半天處理數十個案，工作量過大，難以維持專業水平。政府應加緊培訓更多相關人才，同時建議食衛局加強精神健康公眾教育，消除歧視。

Public hospitals suffer from a severe shortage of manpower and sickbeds. Frequent medical incidents reflect inadequate resources for our frontline medical and nursing staff. On 4th August 2017, I went to Prince of Wales Hospital, Pok Oi Hospital and Tuen Mun Hospital to make surprise site visits at the height of the flu season. I also met with the chairman and management of Hospital Authority and Secretary for Food and Health Professor Sophia Chan to voice my concerns and call for remedies.

I called for an increase in frontline medical, nursing and auxiliary staff and a drastic improvement of the frontline staff manning ratio, so as to meet the healthcare demand arising from our aging population.
I called for the inclusion of Chinese medicinein our public healthcare system.
Put the Tseung Kwan O Chinese Medicine Hospital in service as soon as possible. I also requested LegCo to establish a “Subcommittee on Issues Relating to the Development of Chinese Medicine” to focus on issues related to Chinese Medicine.
Psychiatric health services suffer from a severe lack of resource. Frontline doctors have to handle dozens of cases in half a day; this overwhelming workload puts their professional standards in jeopardy. The government should train more people, while the Food and Health Bureau should step up mental health education to mitigate the stigma attached to mental patients.

Speak on Parents and Students' Behalf on Education

我一向重視教育，認為優質教育是提升社會質素的基石，偏偏香港教育制度千蒼百孔，讓人憂慮。多年來，我持續與教育局、家長及教育界持份者會面，並不斷在立法會發言、在報章撰文，表達意見，要求教育局真正為同學著想，辦好教育。

教育局宣布採取「不記名、不記校、抽樣考」的方式復考小三TSA，但又同時容許學校申請「全級考」以換取報告，操練誘因仍在，家長無法安心。我會持續監察TSA復考情況，杜絕操練。
目前「企業、會計與財務概論科」的課程內容廣而不專，我持續與「企會財關注組」保持聯繫，爭取把該科分拆，適合更多同學修讀。
我與新民黨召開記者會，並向政府提交「善用50億教育新資源」建議書。
反對教育局以「一學一社工」政策取代現有的輔導老師及輔導員，建議教育局推行「1+1+1」，讓社工、輔導老師及輔導員並存，全面提升同學的精神健康。
要求全面檢討通識科的課程結構，要求教科書送審，及建議把通識科改為選修科，讓同學能更有效運用時間於有興趣的科目上。
要求為人才不足行業增加資助大學學額；同時全面檢討自資專上教育制度，反對自資專上院校取錄境外學生。

I believe quality education is the cornerstone of any good society. Yet the government has made many bad decisions on education. I have held numerous meetings with the Education Bureau, parents, and stakeholders from the education sector. I voiced my concerns in LegCo and in the press, urging the Education Bureau to put students first and fix our education system.

The Education Bureau announced reinstatement of P3 Territory-wide System Assessment (TSA) through random sampling without identifying students or schools while allowing schools to opt in. I was concerned that excessive drilling would return. I will closely monitor the situation after TSA’s resumption.
Currently, “Business, Accounting and Financial Studies” (BAFS) entails a broad but unspecific curriculum. I will stay in touch with the “BAFS Concern Group”, call for the subject be split, making it more user-friendly.
NPP and I held a press conference and presented our proposals to the government on how to spend the $5 billion reserved for education wisely.
I object to the Education Bureau’s “one school social worker for each school” policy, which replaces existing Student Guidance Teachers (SGT) and Student Guidance Personnel (SGP). I propose that the Education Bureau should proceed with a “1+1+1” policy, allowing Social Worker, SGT and SGP to work together to help students in need.
I called for a complete evaluation of the Liberal Studies curriculum. Textbooks should be approved by the government. The subject should be an elective so as to allow students to select other subjects more relevant to their academic interests and career preferences.
I called for an increase in publicly funded undergraduate places for professions or disciplines plagued by manpower shortage. A full evaluation of the Self-financing Post-secondary Education System is needed. I object to allowing self-funded institutions which suffer from inadequate students intake to admit mainland students.

我反對任何形式的種族、性別或性傾向歧視；支持保障本港少數族裔有平等接受教育及工作的機會。我促請政府透過教育及就業支援政策，協助非華語人士盡快適應本港的教育制度及融入社會。我曾於2017年10月26日去信立法會「少數族裔權益事宜小組委員會」，建議當局為少數族裔增設宗教及社區設施。

我於2017年4月11日去信候任行政長官林鄭月娥女士，促請她支持香港申辦2022‭ ‬同樂運動會。現我已促請民政事務局及康文署盡量在場地申請及培訓前線人員等方面配合主辦單位。我支持同志平權運動，亦歡迎終審法院今年7月就英籍女同性戀者QT以受養人身份申請簽證來港被拒案的裁決。

I am opposed to any form of discrimination based on race, sex or sexual orientation. Ethnic minorities in Hong Kong ought to have equal opportunity for education and employment. I urged the government to integrate our non-Chinese speaking residents into our society and education system so that they can have better job opportunities. I wrote to the Subcommittee on Rights of Ethnic Minorities at LegCo on 26th October 2017, proposing to the government to add religious and community facilities for ethnic minorities.

I wrote to Mrs Carrie Lam on 11th April 2017, urging her to support Hong Kong’s bid to host the Gay Games in 2022. I also asked the Home Affairs Bureau and the Leisure and Cultural Services Department to assist the organizers in venue booking arrangements and frontline staff training. I support LGBT rights and welcome the Court of Final Appeal’s judgement in QT v. Director of Immigration upholding the issue of dependent visa to a same-sex spouse or civil partner.

劏房環境惡劣，租金過貴，水電費欠缺監管，基層市民欠缺保障。我曾親身視察，情況讓人憂慮。就此，我已在行政長官答問大會上提出，研究為劏房下定義，並設獨立條例，管制劏房租金及確保結構安全，保障基層市民。

Rentals for sub-divided units, often in poor, overcrowded and unsafe conditions, continue to climb while some landlords exploit the lack of control over rentals and utility charges. I had raised the issue with the Chief Executive in LegCo, proposing that new legislation be enacted to regulate subdivided flats, regulating rental increase and ensuring structural safety so as to alleviate the burden on grass-root families.

Follow Up on Illegal "Luxurious Subdivided Flats" with Seriousness

我在2017年接獲一些山頂區和南區居民的投訴，指山頂加列山道5號龍庭、壽山村道53號傲林軒及東頭灣道2號步雲軒改建成「劏房」出租圖利，甚至意圖申請旅館牌照以掩人耳目。我隨即作實地考察，並去信發展局及民政事務局跟進事件：

牌照事務處：

處方接獲傲林軒及步雲軒的旅館牌照申請，兩項申請均被拒絕。

屋宇署：

發現傲林軒違反設置廚房及提供天然的照明和通風等規定；步雲軒的單位並未設有廚房設備。

分區地政處：

未收到以上三項物業的改建工程申請。相關業主分間更多單位亦抵觸相關地契條款所要求提供最少車位數目比率的要求。

有關部門已作出不同形式的跟進行動，如發出警告信、要求提交改正方案等，我會繼續作適時的跟進。

I received complaints from residents of The Peak and Southern District in 2017 that flats at King’s Court (at 5 Mount Kellett Rd, The Peak), Woodland Villa (at 53 Shouson Hill Rd, Deep Water Bay) and Banoo Villa (at 2 Tung Tau Wan Rd, Stanley) were modified into subdivided units. In some cases, units were apparently sub-divided to circumvent the need for guesthouse license. I conducted site visits and pressed the Development Bureau and Home Affairs Bureau to follow up on these complaints. Below are the findings from the various departments involved:

Office of the Licensing Authority:

The Office had received applications for guesthouse licenses for Woodland Villa and Banoo Villa; both applications were rejected.

Buildings Department:

Irregularities against kitchen instalment, natural lighting and ventilation stipulations were found at Woodland Villa. Kitchen appliances were not found in the unit of Banoo Villa.

District Lands Offices:

Did not receive application for alteration works from the three properties mentioned above. The property owner’s division of the flats in question would be in violation of the land lease, which stipulates a minimum number of parking spots for the number of flats.

The relevant departments are taking the necessary actions to rectify the irregularities.

還港島居民美麗海濱

Ensure a Scenic Promenade for Hong Kong Island Residents

我和新民黨先後與發展局及海濱事務委員會會面，反映市民反對於鰂魚涌海濱興建二十五層工廈的訴求。經我們多番爭取，發展局於2018年7月5日宣布，待城規會批准後，會徵求行會同意與土地業權人在鰂魚涌海裕街進行原址換地，優化海濱發展。新民黨日前在區內進行的民調顯示，高達97.1%的居民反對在該處興建工廈，故我歡迎政府的決定。

立法會工務小組委員會批准重置中環香港郵政總部至九龍灣新郵政綜合大樓的建議，有關方案將提交至財委會。郵政總局大樓現處於中環新海濱三號用地內，該用地將作低層的辦公室‭ / ‬零售樓宇發展，並包含低層園景平台和地面園景行人通道。我會繼續密切留意兩處的發展有否符合八項海港規劃原則，包括可持續發展、交通暢達性及可供公眾享用等等，讓市民容易享受美麗的海濱，保障公眾利益。

New People’s Party and I met with the Development Bureau and the Harbourfront Commission respectively, reflecting the people’s objection to the construction of a 25-storey industrial building at the Quarry Bay harbourfront. After repeated petitions, the Development Bureau announced on 5th July 2018 that, pending approval by the Town Planning Board, it would seek the consent of the Executive Council for in-situ land exchange at Hoi Yu Street, Quarry Bay to ensure that harbourfront development is in accordance with the principles laid down by the Harbourfront Commission. Opinion polls conducted by New People’s Party earlier showed 97.1% opposition to the construction of an industrial building in that area.

The Public Works Subcommittee at LegCo had approved the relocation of the General Post Office in Central to the new Post Office Complex in Kowloon Bay. The proposal will be presented to the Finance Committee. The General Post Office currently sits on Site 3 of new Central Harbourfront. The Site will be used for low-rise office and retail buildings, inclusive of a low-level landscaped podium and ground floor landscaped pathways. I will monitor closely these developments to ensure that they are in line with harbour planning principles, such as sustainable development, smooth traffic flow, accessibility for the general public… etc. I welcome views from the public on how to enhance the development for the common good.

爭取改善公務員醫療及牙科福利

Dental and Medical Benefits for Civil Servants

我支持政府代公務員購買醫療保險，或提供醫療保險津貼，令公務員及合資格人士轉為向私家診所求醫，若不幸患上危疾及重病，則可回到醫管局轄下醫院接受治療。 我亦一直爭取將中醫藥服務納入公務員醫療福利。

I urged the government to provide health insurance for civil servants to enable civil servants to seek medical assistance in private clinics. I also pressed for the inclusion of Chinese medicine service in the health benefits coverage for civil servants.

公務員宿舍和退休公屋編配

Civil Servants’ Quarters and Public Rental Housing (PRH) Allocation upon Retirement

我不斷向政府爭取為退休公務員增撥退休公屋，讓他們早享安居之樂；以及支持改良分配制度，並建議將長期空置而空間寬廣的高級公務員宿舍重新分間成多個單位，供現職公務員入住。

I have been fighting for the government to increase Public Rental Housing (PRH) quotas for retired civil servants, ensuring that retired colleagues have a roof over their heads. I also proposed dividing the spacious Non-departmental Quarters into smaller units for eligible civil servants.

為整個紀律部隊 展開職系架構檢討

Grade Structure Review for Disciplined Services

紀律部隊的工作近年愈趨繁重複雜，我一直爭取重啟職系架構檢討，充分檢視今天整個紀律部隊的合理編制、薪酬待遇和工作時數，以及將職系架構檢討恆常化。

The work of the disciplined services has become increasingly complex and demanding owing to high public expectations and changing socio-political circumstances. I urged the Civil Service Bureau to undertake a grade structure review for the disciplined services as soon as possible.

關心非公務員合約制員工

Concerning Government Non-Civil Service Contract Staff

現時政府內有超過一萬名非公務員合約僱員（NCSC），我經常接獲他們受到不公平待遇的求助。我支持政府不斷檢視恆常職務的需要，為長期在同一崗位服務的合約僱員提供可申請的公務員職位。

There are currently over 10,000 non-Civil Service Contract (NCSC) staff. I regularly receive complaints of unfair treatment. I believe the government ought to regularly review the need for permanent posts, so as to allow more NCSC colleagues to apply for permanent civil service positions.

Demand the Government to Widen Borrett Road

山頂的波老道是區內居民出入的主要道路。然而，該路段路面非常狹窄，繁忙時段有大量車輛出入，造成人車爭路的情況。有多名居民向我反映，該處不時有野豬出沒，行人為避開野豬，有時不得不踏出馬路，更是險象環生。我要求運輸署盡快於波老道進行道路擴闊工程，減低意外風險，保障司機及行人安全。

Borrett Road in the Peak is the key access road for residents who live in that area. Yet growing traffic arising from new housing developments and re-development of the Island School, coupled with the extremely narrow width of the road, has made the area dangerous for motorists, cyclists, pedestrians and wild boars alike. I have asked the Transport Department to re-examine the possibility of road-widening.

爭取為南區設渡輪服務

Urge for Ferry Services for the Southern District

南區的淺水灣及赤柱擁有多個受歡迎的景點，在旅遊旺季及繁忙時間區內交通經常擠塞，一旦發生交通意外，後果不堪設想。我促請政府研究為南區設渡輪服務，以紓緩淺水灣道及香島道的擠塞情況。

Repulse Bay and Stanley host many popular tourist sites, which often cause traffic snarl-ups in peak hours. I have asked the government to study the feasibility of setting up ferry services for the Southern district, so as to alleviate the traffic congestion on Repulse Bay Road and Island Road.

成功爭取預算案派$4,000

$4,000 "Sweetener" Budget Proposal Accepted

今年財政預算案派錢分配不均，應補漏拾遺。我先後三次（1月4日、2月22日及3月19日）會見財政司司長陳茂波，爭取政府向沒受惠人士派$3000，而且不應由關愛基金負責，建議獲財政司司長接納，並把額度增至$4000。

This year’s budget suffered from an uneven distribution of “sweeteners”. I met with the Financial Secretary (FS) Mr Chan Mo-po on three occasions (4th January, 22nd February and 19th March), urging the government to plough back $3000 worth of “sweeteners” to those who got nothing, and that it should not be carried out by the Community Care Fund. The FS accepted my proposal and raised the amount each resident would receive to $4000.
